Domestic violence, social security and the couple rule

This report highlights how the social security 'couple rule' affects women attempting to leave an abusive relationship.

This report has been published by Australia's National Research Organisation for Women's Safety Limited (ANROWS).

The report looks at how women may be trapped in a violent relationship or face poverty when social security law defines them as still being in a relationship with their abuser.

It presents findings from a review of appeals that found many issues of concern, including the high rate of disadvantage and abuse among the women involved and the likelihood that the appeal would be rejected.
