Overview

Part one of this Bulletin examines the changes in income tax provisions and social security payments introduced in the 1984-85 Budget. Part two outlines three means of assessing changes in redistributive programs over time (the 'real incomes' test, the 'relative incomes' test, and the 'tax changes' test), and then uses these measures to evaluate changes in income redistribution programs and policies in the period since the current system of family allowance payments was introduced in 1976-77.
