Overview

Earnings-related benefits and pensions are directed to particular target groups who temporarily or permanently do not earn an income; for example, retired senior citizens, unemployed workers, employees on sick leave. The amount of money paid to beneficiaries and pensioners does not depend on their present private income, but it is related to their past record of earnings prior to the event that took them out of the work force. In this paper, attention is given to Swedish earnings-related transfer payments other than pensions received by senior citizens. Superannuation in general is discussed, and an analysis made of the pros and cons with earnings- related transfer payments, relating them to other changes presently occurring in the modern industrialised society.
